This street was laid out as Elgin Avenue in 1892 in John Fite's Luella Place plan.[1][2][3] It was called Elgin Avenue in subsequent city ordinances, including one in 1905–1906 that accepted the grading, paving, and curbing of the street.[4][5]
In 1910, a city ordinance officially establishing the names of all streets in Pittsburgh named it Elgin Street (by calling it just "Elgin"; names without suffixes were declared to be streets).[6]
