Harriet Street was first laid out in 1859 or 1867 in a plan of lots dividing the farm of John Conrad Winebiddle, Jr., made for his widow, Harriet Winebiddle. Harriet Street and Conrad Street (today Pacific Avenue) intersected in the middle of the plan.[1][2][3]
