This street was first laid out in 1850 in a plan of lots by Richard L. Ewalt, though that plan did not give it a name.[1] It was named Willow Street by 1866.[2][3][4]

The East End was annexed by Pittsburgh in 1868.[5] In 1881, a city ordinance renamed many streets to fix duplicates. To fix the conflict with Willow Street in Lawrenceville, this street in Bloomfield was renamed Torley Street.[6]
