Eliza Avenue was laid out in a plan subdividing the estate of Phebe A. Phillips, recorded in 1896.[1][2] It was officially renamed Eliza Street by a city ordinance in 1910, which called it just "Eliza" and specified that all names not otherwise designated were fixed as "streets."[3]
The streets and alleys in Phillips' plan were never built or opened, and they were all vacated by another ordinance in 1926.[4]
