1871-12-15: "Allegheny Councils," Pittsburgh Daily Gazette, [p. 4] (Newspapers.com 86346087): "Last night Allegheny Councils held a meeting—the last regular session of the current year—at which, as will be seen, considerable business was disposed of, some of it of an unusually interesting character. ¶ SELECT COUNCIL. ¶ . . . ¶ The Street Department. ¶ . . . Ordinance authorizing widening of Troy Hill road to an uniform width of forty feet, and appointing James Ritchie, Arthur Hobson and Joseph Myers viewers. The ordinance was accompanied by the plan of the proposed improvement. The plan which also embraced Return street, was approved and the ordinance then passed finally. Ordinance for widening Return street to an uniform width of twenty-five feet, and naming the same viewers as those on the Troy Hill road; passed finally. . . . ¶ . . . ¶ COMMON COUNCIL. ¶ . . . ¶ Business from Select Council. ¶ The following business was presented from Select Council and the action of that branch concurred in the following matters: ¶ . . . Ordinance for widening Return street. ¶ . . . ¶ Ordinance for widening of Troy Hill Road."

1872-11-28: "Allegheny Councils," Pittsburgh Daily Gazette, [p. 4] (Newspapers.com 89459199): "Allegheny Councils held a special meeting last evening in their Chambers, City Building. ¶ SELECT COUNCIL. ¶ . . . ¶ Troy Hill Road. ¶ President McBreir [sic] stated that the meeting was a special one, called to consider the ordinance in reference to the Troy Hill Road. ¶ The ordinance providing for the grading, paving and curbing of the road named was taken up. It had passed its first reading at a previous meeting. ¶ Mr. J. C. Patterson moved its final passage under a suspension of the rules. ¶ Mr. Megraw desired some information in relation to the line of the proposed improvement. ¶ The plan was brought into Councils, and the members entered into an informal discussion of it. The chief objection seemed to be that the plan had been made out in accordance with the report of viewers, which report contemplated the opening of a new street called Return street. Objection was made to this, and after considerable discussion, the original plan was temporarily withdrawn. ¶ The report of the viewers on the opening of Return street was then taken up and quashed—with the understanding that a new street for the 'back lots' would be opened at the proper time. ¶ Mr. Megraw then moved to amend the plan of Troy Hill road so as to make it come in a straight line from Kilkenuck to Gardner street. The amendment was adopted and the plan as so amended, finally approved."
