Banks Alley was laid out in a plan subdividing the estate of Phebe A. Phillips, recorded in 1896.[1][2] In 1910, three years after Pittsburgh annexed Allegheny City,[3] it was renamed Buscola Alley to avoid confusion with Bank Street on the North Side.[4] It became Buscola Way in 1914, when a city ordinance changed all alleys in Pittsburgh to ways.[5]
The streets and alleys in Phillips' plan were never built or opened, and they were all vacated by another ordinance in 1926.[6]
