Authorizing the Urban Redevelopment Authority of Pittsburgh to transfer surplus City of Pittsburgh Local Cash Grants in the amount of TwoHundred [sic] Fifty Nine Thousand Seven Hundred Ninety Seven ($259,797) Dollars, when available, from the Lower Hill Redevelopment Project, UR Penna. 7-1, to the Industrial Land Reserve Fund for the Construction of a Roadway in the Penn–Dahlem Area and authorizing the City of Pittsburgh to accept dedication thereof.

WHEREAS, as a result of State Redevelopment Grant Sunds [sic] to be made available in the Lower Hill Redevelopment Project, UR Penna. 7-1, as matching funds, there will exist a surplus of City of Pittsburgh Local Cash Grants in the said Lower Hill Project; and

WHEREAS, the Urban Redevelopment Authority of Pittsburgh (hereinafter referred to as "Authority") engaged in the acquisition, under the specific authority of Ordinance No. 571 of 1967 of the City of Pittsburgh, and as authorized generally under the Industrial Land Reserve Fund Cooperation Agreement, dated December 14, 1964, between the City of Pittsburgh and the Authority, of the East Liberty Freight Yard property, an industrial area now known as the Penn–Dahlem Area; and

WHEREAS, the Authority is authorized to improve real property acquired under the said Industrial Land Reserve Fund Cooperation Agreement; and

WHEREAS, the Authority, in order to market the land in the said Penn–Dahlem Area, needs to construct, or cause to be constructed, an industrial roadway from Dahlem Street into the site, a distance of approximately six hundred (600) feet; and

WHEREAS, it is estimated by the Authority that this improvement will not exceed a cost of Two Hundred Fifty Nine Thousand Seven Hundred Ninety Seven ($259,797) Dollars;

NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Pittsburgh as follows:

1. That when sufficient State Redevelopment Grant Funds are made available to the Lower Hill Redevelopment Project, UR Penna. 7-1, the Authority is hereby authorized and directed to transfer the sum of Two Hundred Fifty Nine Thousand Seven Hundred Ninety Seven ($259,797) Dollars of City of Pittsburgh Local Cash Grants in the said Lower Hill Project to the Industrial Land Reserve Fund.

2. That the Authority is hereby authorized and directed to utilize up to a maximum of Two Hundred Fifty Nine Thousand Seven Hundred Ninety Seven ($259,797) Dollars in the Industrial Land Reserve Fund for the construction of a concrete roadway, within a fifty (50) foot right-of-way, to proceed easterly from Dahlem Street into the Penn–Dahlem Area, a distance of approximately six hundred (600) feet, together with attendant improvements, including but not limited to a combined sewer line, a water line and street lighting, the same to be constructed in compliance with existing City of Pittsburgh standards.

3. That any excess funds not utilized in the construction of the said roadway as described in Paragraph 2, supra, shall be retained by the Authority in the Industrial Land Reserve Fund.

4. That upon completion of construction of said roadway to City of Pittsburgh standards, the Authority shall dedicate said roadway to the City of Pittsburgh and the City of Pittsburgh is authorized to accept dedication thereof.
