1918-07-03: Resolution no. 276: "Whereas, R. B. Battelle has offered the City of Pittsburgh the sum of $350.00 on delivery of deed for lots Nos. 1 and 2 in the William's Land Company plan of lots, Mahon Street, Fifth Ward, bounded and described as follows: Beginning on the Southerly side of Mahon Street at the corner of Schempp Way; thence extending Westerly along Schempp Way a distance of 48 feet more or less to lot No. 3 in said plan; thence extending Southerly a distance of 74 feet on the Western line and 78 feet on the Eastern line, to an alley 15 feet wide, and being lots Nos. 1 and 2 in the aforesaid William's Land Company plan of lots; therefore, be it ¶ Resolved, That the Mayor be and he is hereby authorized and directed to execute and deliver a deed for the aforementioned property to R. B. Battelle, upon payment of the sum of $369.33 to the City of Pittsburgh. ¶ Passed July 1, 1918. ¶ Approved July 3, 1918. ¶ Resolution Book, Vol. 4, page 28."
1927-01-12: Ordinance no. 30: "AN ORDINANCE—Authorizing and directing the construction of a public sewer on Mahon street and Schempp way, from a point about 115 feet southwest of Watt street, to the existing sewer on Humber way, and providing that the costs, damages and expenses of the same be assessed against and collected from property specially benefited thereby. ¶ Section 1. Be it ordained and enacted by the City of Pittsburgh, in Council assembled, and it is hereby ordained and enacted by the authority, of the same, That a public sewer be constructed on Mahon street and Schempp way, from a point about 115 feet southwest of Watt street, to the existing sewer on Humber way. Commencing on Mahon street at a point about 115 feet southwest of Watt street; thence southwestwardly along Mahon street to Schempp way; thence northwestwardly along Schempp way, to the existing sewer on Humber way. Said sewer to be terra cotta pipe and twelve (12″) inches in diameter. ¶ Section 2. The Mayor and the Director of the Department of Public Works are hereby authorized and directed to advertise, in accordance with the Acts of Assembly of the Commonwealth of Pennsylvania, and the ordinances of the said City of Pittsburgh relating thereto and regulating the same, for proposals for the construction of a public sewer as provided in Section 1 of this Ordinance; the contract or contracts therefore [sic] to be let in the manner directed by the said Acts of Assembly and Ordinances; and the contract price or contract prices not to exceed the total sum of One Thousand Six Hundred ($1,600.00) Dollars, which is the estimate of the whole cost as furnished by the Department of Public Works. ¶ Section 3. The costs, damages and expenses of the same shall be assessed against and collected from properties specially benefited thereby, in accordance with the provisions of the Acts of Assembly of the Commonwealth of Pennsylvania relating thereto and regulating the same. ¶ Section 4. That any Ordinance or part of Ordinance, conflicting with the provisions of this Ordinance, be and the same is hereby repealed so far as the same affects this Ordinance. ¶ Passed January 10, 1927. ¶ Approved January 12, 1927. ¶ Ordinance Book 38, Page 150."
1952-05-10: "Clean-up drive moves into Hill," Courier, pp. 1, 5 (Newspapers.com 1144212773, 1144212849: "THURSDAY, MAY 15:—The city trucks and men on Thursday will move into the small but crowded section bounded by Wylie AVenue on the north and by Centre and Reed on the south, by Kirkpatrick on the west and Watt on the east. This area includes all of Hallett, La Place, Schemp and Flax Streets, as well as part of Centre Avenue, and much of Hahon [sic], Elba, Junilla, Chauncey, Soho and Reed Streets."

1966-10-31: Ordinance no. 495: "AN ORDINANCE—Providing for a contract or contracts for the construction of a combined sewer in Elba Street from Watt Street to Schemp Way, 5th Ward, including all other work necessary in connection with the drainage served by this sewer and providing for the payment of the cost thereof. ¶ The Council of the City of Pittsburgh hereby enacts as follows: ¶ Section 1. That the Mayor and the Director of the Department of Public Works shall be and are hereby authorized and directed to advertise for proposals, award and enter into a contract or contracts for the construction of a combined sewer in Elba Street from Watt Street to Schemp Way, 5th Ward, including all other work necessary in connection with the drainage served by this sewer, in accordance with the Laws and Ordinances governing said City in an amount not exceeding the sum of Seventeen Thousand Dollars ($17,000.00) which amount is hereby appropriated from and chargeable to Bond Fund 199, General Public Improvement Peoples Bonds. ¶ Section 2. That any Ordinance or part of Ordinance, conflicting wth [sic] the provisions of this Ordinance, be and the same is hereby repealed so far as the same affects this Ordinance. ¶ Passed October 24, 1966. ¶ Approved October 31, 1966. ¶ Ordinance Book 68, Page 275."
